河南代表团走进卢森堡德国俄罗斯札记之三：开放拓宽“出彩”路
Henan Delegation’s Visit to Luxembourg, Germany and Russia III: Widen Road to Be More Wonderful through Opening-up.
作为古丝绸之路的重要起点，作为“一带一路”的重要节点省，河南应负起怎样的责任与担当？在新时代，如何深度融入“一带一路”建设、推动河南经济实现高质量发展？
Henan Province is the significant starting point of the ancient Silk Road as well as an important province along the Belt and Road route. In such as context, what responsibilities should Henan Province undertake? In the new era, how to deeply integrate into the construction of the Belt and Road Initiative and promote the high-quality development of Henan’s economy?
第一站：卢森堡
First stop: Luxembourg
卢森堡地处欧洲腹地，成立于1970年的卢森堡国际货运航空公司，是欧洲最大的货运航空公司之一。2014年年初，河南航投从众多竞争对手中成功收购卢货航35%股权。2014年6月15日，郑州—卢森堡货运航线开通，一条“空中丝绸之路”贯通欧亚。
Luxembourg lies in the heart of Europe. Founded in 1970, Cargolux Airlines International is one of the largest freight airlines in Europe. In early 2014, Henan Civil Aviation Development & Investment Co., Ltd successfully purchased 35% of stock rights from Cargolux Airlines International. On June 15, 2014, Zhengzhou-Luxembourg freight airline opened an “Aerial Silk Road” linking Europe and Asia.
短短几年时间，卢货航全球排名从2013年第9位跃升至2017年第5位，郑州机场货邮吞吐量跻身全球50强。
Cargolux Airlines International’s rank has risen from the 9th in 2013 to the 5th in 2017 in a few short years, and the cargo throughput of Zhengzhou Airport ranks among the global top 50.
“这一切都源于我们抢抓机遇、开拓创新，积极融入‘一带一路’建设，探索走出了一条内陆地区扩大开放的新路。”代表团成员、河南省民航办主任康省桢对记者说。这些年，我省通过发展航空经济培育出新的增长点，树立了良好开放形象。
“Owing to our opportunities seizing and innovation developing, we actively integrated into the construction of the Belt and Road Initiative and finally explored a new way to expand and open up inland regions.” Kang Xingzhen, the delegation member and the director of Henan Civil Aviation Development and Construction Commission told the reporter. In recent years, Henan Province has cultivated many new growth points through developing aviation economy, and established a good image of opening-up.
在卢森堡，无论是官方还是民间，无论是政界还是经济界，都在期盼并积极推动卢郑客运航线的开通。大家坚信，这些举措都必将推动双方经贸、旅游、金融以及人文等方面深入合作，进一步推动互联互通，实现共建共享的双赢发展。
In Luxembourg, both the official and private sectors, including the political and economic sectors areexpecting to and positively promoting the opening of the Luxembourg-Zhengzhou passenger airline. They firmly believe that all these measures are bound to promote in-depth cooperation in the fields of economy, trade, tourism, finance and culture, etc, and further promote connectivity to achieve win-win development through joint efforts and sharing.
为进一步拓宽“空中丝绸之路”，河南航投有着更大的谋划。“卢森堡是我们融入世界经济的一个窗口。”代表团成员、河南航投董事长张明超说。“双枢纽”的成功模式完全可以复制到世界其他地方，我们会朝着把郑州打造成一个国际性的货运、客运大枢纽而努力。
To further enhance the development of "Aerial Silk Road", Henan Civil Aviation Development & Investment Co., Ltd drew greater blueprints. “Luxembourg is a window for us to embrace the world economy,” said Zhang Mingchao, the delegation member and president of the company. He believes that the success of “dual hub” model can be applied to the other countries of the world, and the company will strive to make Zhengzhou a large international hub for both cargoes and passengers.

The “Aerial Silk Road” originated from the hinterland of Central China is acting as rainbows between Henan and the world.
第二站：德国
Second stop: Germany
汉堡因其独特的区位优势，已成为中欧货运班列的重要终点站，是“一带一路”欧洲海路陆路货运枢纽站。
Due to its unique regional advantage, Hamburg has become an important terminal of Zhengzhou-Europe International Train, and the sea-and-overland freight hub terminal for the European countries along the Belt and Road route.
汉堡港35年前开始推行智能港口方案，如今已建立全数码式信息传递系统，物流效率提高，运输费用降低。
Hamburg Harbor implemented the Smart Port Scheme 35 years ago. Till now, it has established an all-digital information transmission system with higher logistics efficiency and lower transportation cost.
“这非常值得我们学习和借鉴，中欧班列（郑州）高频次往返、均衡对开，就是要靠科技和服务来支撑。”代表团成员、郑州国际陆港公司总经理赵文明说。
“It is really worthwhile for our learning, because the high-frequency round-trip and the balanced run from opposite directions of Zhengzhou-Europe International Train are supported by technologies and services,” said Zhao Wenming, the delegation member and the General Manager of Henan Civil Aviation Development & Investment Co., Ltd.
德国制造业以加工精良、质量可靠闻名于世。河南是新兴工业大省，工业如何转型升级，河南代表团在访问德国时找到了标杆。
German manufacturing is outstanding for its excellent processing and reliable quality. As a big province of emerging industries, how to transform and upgrade its industry? Henan delegation found the benchmark during the stay in Germany.
7月12日上午，河南代表团来到斯图加特的索恩格汽车部件公司（SEG）参观，这里多是全球知名品牌汽车合作伙伴尚未上市的产品，最新启停寿命可达40万次。
On the morning of July 12, Henan delegation visited SEG Automotive Products Co., Ltd in Stuttgart, where they found the most products of the world's famous car brands are not on sale. Those latest products’ start-stop life can reach 400,000 times.
这次现场参观，让代表团成员、河南省政府国资委主任李涛对我省工业转型升级的信心更加坚定。他认为，要实现省委十届六次全会提出的“河南制造向河南创造转变、河南速度向河南质量转变、河南产品向河南品牌转变”，必须审视自身、发挥优势，寻找切入点、结合点，创造环境让企业“走出去、引进来”，推动产业技术革新，增强发展新动能。
Li Tao, the delegation member and the director of the State-owned Assets Supervision and Administration Commission of Henan People’s Government, has insisted more confidence in the industrial transformation and upgrading of Henan Province. He believed that, to realize the goal of “transformation of Made in Henan to Create in Henan, Henan Speed to Henan Quality, and Henan Products to Henan Brands” which was put forward at the 6th Plenary Session of the 10th Provincial Party Committee, the government should self-examine the behaviors, give full play to the strengths, explore breakthroughs, create environments for enterprises to “Go Out and Bring In”, aiming at industrial technology innovation promotion, and the new drivers development.
第三站：俄罗斯
Third stop: Russia
在莫斯科出访总结座谈会上，河南代表团谈感悟、论收获，敞开了心扉。
At the meeting of summarizing the visit to Moscow, Henan delegation members opened hearts to talk about their feelings and gains.
代表团成员、省发展改革委主任何雄说，开放合作是大势所趋，作为内陆地区的大省，要实现转型发展、高质量发展，就要坚定不移对外开放。我们要认真落实党的十九大精神，以更加开阔的视野扩大开放、谋划发展。
He Xiong, the delegation member and the director-general of Development and Reform Commission of Henan Province, said that the opening-up and cooperation are the trend for development; therefore, as a large inland province, it is necessary to unswervingly follow the opening-up policy for the transformation and high-quality development. We must conscientiously implement the spirit of the 19th National Congress of the Communist Party of China, and expand opening-up and seek development with a broader view.
河南代表团此次出访，服务国家总体外交，通过与卢森堡、德国和俄罗斯三国进行广泛接触，进一步巩固了与友好省州（城市）等方面的传统友谊，拓展了我省新的对外交往渠道和空间。“通过出访，我们进一步明确了服务全省中心工作、服务开放带动主战略的外事工作方向。”代表团成员、省政府外侨办主任付静说。
Henan delegation's visit serves the China’s overall diplomacy. Through extensive contacts with Luxembourg, Germany and Russia, the two parties’ traditional friendship with the sister provinces and states (cities) have been further consolidated, and both the new diplomatic channels and the spaces have been expanded. “Through the visits, we have further clarified our direction of serving the central missions and the foreign affairs that opening-up drives the main strategy,” said Fu Jing, the delegation member and the director-general of Foreign and Overseas Chinese Affairs Office of Henan People’s Government.
“这次出访，让我们看到河南开放的潜力很大，找到了新时代让河南更加出彩的答案。”代表团成员、省委副秘书长、省委政研室主任曾德亚说。
“This visit witnessed the great potential for Henan’s opening-up, and we found the answer for how to make Henan more wonderful in this new era,” said Ceng Deya, the delegation member, the deputy secretary-general of Provincial Party Committee and director of Policy Research Office of Provincial Party Committee.
大家热烈讨论进一步扩大开放的发力点：提升开放通道优势，全面提升“空中丝绸之路”，加密“陆上丝绸之路”，拓展“网上丝绸之路”，对接“海上丝绸之路”；提升开放平台优势，高质量建设郑州航空港经济综合实验区、中国（河南）自由贸易试验区、中国（郑州）跨境电子商务综合试验区，申建自由贸易港，充分发挥开放平台的示范带动作用；完善政策措施，提高服务水平，优化营商环境，让一流环境成为河南的新标识。
The delegation members had a heat discussion on the focal points of further expanding opening-up: It is necessary to improve the channel advantages of opening-up by fully enhancing the “Aerial Silk Road”, deepening the “Land Silk Road”, expanding the “Online Silk Road”, as well as connecting the “Maritime Silk Road”; to strengthen the platform advantages of opening-up by developing Zhengzhou Airport Economy Zone, China (Henan) Pilot Free Trade Zone, China (Zhengzhou) Cross-border E-commerce Pilot Zone with high quality, and apply for building free trade port to give a full play to the demonstration and driving roles of the opening-up platforms; and to improve policies and measures, raise service level and optimize business environment to create the first-class environment as a new symbol of Henan Province.

作为古丝绸之路的重要起点，作为“一带一路”的重要节点省，河南应负起怎样的责任与担当？在新时代新方位，如何深度融入“一带一路”建设、推动河南经济实现高质量发展？
欧洲三国，星夜十天，河南代表团一路行、一路看，一路交流学习、一路思考感悟。

7月10日下午，河南代表团来到卢森堡货航飞机维修中心参访。在高大的机库，工程师在维修货运飞机，敞开外壳的飞机引擎风扇直径达3米多。不远处的卢森堡芬德尔机场，一架波音747-8F全货机呼啸着从跑道上稳稳起飞，银色的机翼划过航线密织的天空。

跳出河南看河南，跳出中国看河南。河南代表团讨论最多的，就是省委十届六次全会提出的“中原出彩之问”，而10天的欧洲之行让答案越来越清晰。

“不靠海不沿边，一条跑道飞蓝天。这是河南探索走出的成功开放之路。”持同样想法的代表团成员、河南机场集团董事长李卫东在莫斯科举行的豫俄商务推介活动上说，郑州机场第三条跑道已启动建设，我们有高效的货物集疏、通关便利等能力。这一天，他和多家航空公司“牵手”加密或新开航线航班。

对由省发展改革委牵头推动签约项目合作，何雄当场表示，列出清单、建立机制、责任到人，积极推进与卢森堡、德国、俄罗斯在枢纽对接、产能合作、经贸交流、人文往来等领域重大签约项目落地。
河南代表团重视教育交流，把开展人才培养合作作为出访的重要内容，为河南与“一带一路”沿线国家实现“政策沟通、设施联通、贸易畅通、资金融通、民心相通”夯实人才支撑。
“提升新时代河南教育质量和水平，必须扩大对外开放。”代表团成员、省教育厅党组副书记郑邦山说，我们将积极推进合作办学、双向留学以及援外工作等计划实施。
